If the state is an organism that seeks to grow stronger then incompetent bureaucrats are better as state incompetency always leads to it acquiring more power for itself. The punishment for government stupidity is always more power.

Just look at the Pandemic, the CDC completely dropped the ball, but the reward is more powers to completely shutdown the economy. Capital incident, ultimately the D.C. police weren't prepared and even opened the door in some cases, this leads to a demand for domestic terror laws

That's a good description of the filter for stupidity. Intelligent / wise people don't accidentally create more problems that can be used as an excuse to expand their bureaucratic turf. The dark reflection of "every rule is the result of failure" is "more failures = more rules"
