Be interesting to see if it goes forward but there's a world of difference between copying what more advanced nations do and bringing the more advanced technology on line yourself. Harder to raise a verbal cloud of doubt about the harms of a tech that already exists elsewhere.

Worse than property rights - veto rights. Can't give away more than 100% of the property rights in something but you can infinitely inflate the veto rights (with the implication that the veto right holders can collect bribes for holding their veto in abeyance)
