Coordination has changed radically. Imagine trying to run an org like modern Antifa even 100 years ago. The amount of trust and independence that had to be allowed in underlings was massive. Now an NGO that is monitored sends $ to and monitors the guy who produces the bodies.

The lack of independence is not due to a change in technology, but a change in people. The guy procuring the bodies is independent, he just doesn't know it. The difference is that everyone involved is oversocialized in the Uncle Ted sense and cannot recognize independence.
