If you can have an open, informal that's a point in favor of having both. Hidden, formal is also possible (think mafia) but not sure if a government with those traits can be found.

Singapore was openly informal in that LKW was the King but never had the title. FDR's USG was openly informal in that he was the single leader but the structure was whomever he favored regardless of formal title.

Power is diffused in the US system but there's no formality to it - no one has superiors that he answers to - no rank and structure. Formal (+hidden) is "well, he's technically not the king but everyone knows that x answers to y who answers to z and z is responsible for outcome"

I think no one really knows who makes decisions in the US - even people in the system don't know exactly who decides things - the entire system is set up to obscure it so everyone can claim credit and no one takes blame and it's easier if there's sincerity when making the claim.
