Idiotic interpretation. Any economist should be able to explain that allowing more trips is exactly why you build roads. Every person taking a trip sees the benefits as greater than the costs or he wouldn't take that trip. Yes. If you want to get into the details what gets demonstrated by building roads and having all the capacity get used* is that demand at the given price (0) outstrips supply. *Think about how great that is - you built something that gets fully used and it's cast as a failure
