Secondly as to the list idea, neat. Except they don't just send out ballots, you have to request them. Request forms they can and did mail out, but they have to match the records and you need to provide one form of id or, at bare minimum, a bill in your name from the address.
Already explained above. If you're trying to cheat mailing out ballots is a very easy way to do so because it gives you a checklist of names that have had ballots issued and didn't vote. Then you separate the envelops with signatures from the ballots and there's no way to check

"Having had to show ID" at some time in the past is fake security when voter rolls aren't purged - you'd have to secure the ability to make entries to the rolls - which isn't even close to the case - a near impossible security task when multiple people can input data.
