Yeah This is kind of a chicken or the egg problem do they fear trump supporters for not being on board with the narrative, or do they fear being ostracized by their peers for not having contributed to stop the enemy? Isn't 2nd implicit is the 1st?

It just needs a start - once all of them believe that everyone else believes in the danger of the former then their concern shifts to the latter in a way that's unrelated to the actual danger from the former. This is why you can't get a plan of action from reversing their fears.
