They form cohesive hostile networks that practice in-group morality thereby undermining a high trust society. Taking laborers from a bad country doesn't (necessarily) doom your country b/c laborers don't set policy. Taking the elite from a bad place on the other hand..

Why does anyone want to migrate ever? Because the place they're going to is better for them than the place they're leaving. If you're game theory defector in a country full of them going to a country full of cooperators benefits you. That's "high skill" immigration.
