That's not true. There are three paths to being a popular streamer: 1) Be among the best in the world at a competitive, popular game - limit on popularity is the game 2) Be good at games and have an engaging personality - 1k or so viewers 3) Boobs - no upper limit on viewers
The second one is really unlimited as well but you have to have a massively entertaining personality - think of it as a way of getting to the popularity of a late night talk show host. Practically speaking the upper end of that for almost everyone is the 1k viewer mark.

I don't think that's really the case because people don't want to watch things aimed far below them - makes them feel bad. Entertainment is aspirational.
