You're seeing good results because of self selection in men and women who go into the military / track and field. If you made the metric the goal you'd get a (even more) pozzed military and a track and field where cake eating is the only event.

Virtue can be developed but when the culture is against it the only way to preserve your virtuous subculture is by not attracting attention. Making those areas mandatory brings that attention.

It's a good thing that these institutions exist, it's bad that people see them and will want to enter and that as they become more popular they will get subverted - as everything does. Preserving or creating any virtue producing institution is a regime-change complete problem.
