Sure is. The interesting bit is how it uses state power though. Would be insane and intrusive to tell every business to start work an hour earlier for a few months but what if you just ... changed the time

Yup Daylight savings is nearly the ideal case for power through manipulating coordination points - making one central change that everyone else propagates outward No surprise that the early ones work better than the later ones - the early ones used up all the possible successes
