Suppose two problems face civilization: (1) A lack of honeybees could destroy civilization as we wouldn't be able to pollinate plants and make food (Honeybee problem) (2) Too many dumb people/not enough smart people have babies so we'll all become dumb (Dysgenics problem)

Lots of reasons - if selective pressure caused that height then it's relaxed if no one expresses that height. Mutations creep in, advantageous alleles are lost. Second is that as soon as you remove the environmental insult you go to the genetic potential - it's a simpler problem

That's absurd. Managing environment is enriched flour and iodized salt - both simple and hugely effective. Nothing comparable on the other side of the ledger.
