IMO they don't select for bad characteristics, they select for resentful populations which tend to have bad characteristics, but there's competition in that lot, simply because there are many applying for each good position and they will fight to get it. competition > policy

Similarly even if you have a communist or socialist regime, if you can get strong competition (for example, in the export sector), you will end up with pretty good products regardless of whether you have private ownership of capital. Competition > policy.
