Some years ago I had a discussion with Ian Morris about his The Measure of Civilization, and I asked him: Which pre-industrial (pre-1500) society was the richest in terms of energy per capita? What's your answer? (my answer tomorrow)
Thinking a bit more about this - if it's a question of per capita energy use - in the long run prosperity turns into an expanding population so the question kind of boils down to where was the environment that required the most energy expenditure for habitation.
