precisely. responsibility is indivisible; if a hurricane occursit is because the emperor offended the heavens. this is a perfectly coherent way of viewing the world, he just doesn't do so consistently- everyone knows the heavens care about the current emperor, not the previous.

the american state is perfectly capable of taking people who have no history with it and assigning to them wealth, poverty, or anything in between, and could do so to its citizens also. if your grievance is with the current state of things there is no need to talk of the past.
