I don't think he's saying it can't be done in general. I think he's implying our institutions can't do it. They're too busy studying the "gun epidemic" and how "systemic racism" kills. And their hands are tied on contact tracing by well-meaning, but stupid, civil libertarians.

Yes; except that the civil libertarians aren't totally stupid because their instinct is that USG would prefer to hurt them than control a plague and they're right. The stupid part is when they oppose an effective, non-intrusive measure - wearing masks - out of mistrust

It's still pretty stupid. Using cell phone data, CCTV, etc. like South Korea did ended their lockdowns quickly. Which is more tyrannical, a relatively minor invasion of privacy or destroying businesses, keeping kids out of schools, and telling people they can't leave home?

Let me see... disrupt the lives of those actually sick during a pandemic while allowing healthy people to go about their business, or hobble the agencies charged to do contact tracing so the disease spreads out of control, forces everyone into draconian policy, and 100k+ die?

CDC couldn't do contact tracing if it wanted to and it doesn't want to; this is an agency that threatened doctors who were giving unapproved tests for COVID - "disease prevention" is no part of their institutional aims
