The effort post was going to be how they *didn't* all die and fell under smaller leaders and still caused trouble; Aragorn and Eomer went to war together several times, the hobbits had to deal with orcs in the Shire; Bree did as well. 1/2

This was a temporary problem because the only reason orcs were so numerous was that Sauron was causing them to multiply - presumably orc welfare or something. After the immediate problems were solved the long term was much better. 2/2

There's going to have to be a lot of hangings to restore order because there are a lot of men who are committed to a life without gainful employment but that's grasping the nettle - do it and it's done; people will adapt before you have to hang every career criminal 1/2
