In my mind there is a division between games where you navigate court politics (because 3 guards can kill anyone in hand to hand combat) and games where you go out in the wilderness to fight giant monsters; the latter has weird world-building implications that aren't followed up

high level PCs are basically monsters that happen to walk on two legs and have a medium size.

Imagine Genghis Khan could solo an entire city; obviously every leader would be a high level PC and the dynamics would be so alien to ours that they wouldn't resemble them in the slightest.
