Blacks are inflamed every election year, but optimum level of inflammation for DNC is them picketing, doing propaganda on TV, and mild lootings. Not burning cities. That is what RNC would want. Blacks were not voting for them, but let them scare fence-sitter white & L&O votes.

Keeping Democrats out of presidency and giving autonomy to RNC governers to deal with mobs/riots. Why should Trump worry about states which he could not win come what may? Let DNC governers make a choice between letting their capitals burn & disciplining blacks.

By not acting in Blue states, Trump is forcing DNC into a choice between acting & reducing black turnout, & suffering economic losses & driving away fencesitters. If Trump acts, DNC has achieved its objective of inflaming blacks in election year without paying any political cost
