Now consider the looters in MN; the authorities could do nothing to stop them except deploy drones to record faces and match them up with government assistance rolls and government employment rolls and simply end payments to the rioters. That would be pretty effective, no?

Yet that doesn't happen - why not? Is it too hard of a technological problem? No, it isn't. Kind of strange that a bunch of people who only survive by collecting government payments aren't scared of the consequences of blatant law breaking, isn't it?

It's hard to find competent managers of capital which is why they're highly paid. If I had absolute power and one of my money managers got into a social confrontation with someone and people wanted me to fire him I'd tell them to screw off and keep him on.
