US should create reserve army of geniuses. If IQ>160 and pass basic sanity test then get training in how government works. In crisis they take over key relevant jobs. COVID-19 threat would have given these geniuses control of CDC and FDA.

At the sub-160 level, this used to be exactly how the civil service was staffed - by testing This was scrapped due to disparate impact This suggestion is impossible b/c if we do it in a crisis and get much better governance it would raise the obvious question of why not always?pic.twitter.com/lXVGocfj4X

Capable of running a government so it doesn't totally collapse (until a crisis) is a far cry from being able to win a revolution against a competent government. That's the current civil service.

Sure; that's kind of the core of my objection to Miller's proposal. "If you do that, you could just replace the government forever - and it doesn't want to be replaced - in fact, the only evolutionary pressure it's been under is to *not* be replaced"
