Of course. The FDA managed to block testing kits for long enough to make containment impossible. The CDC blocked unapproved testing. People advised Trump to keep the flights going None of the people who made those decisions at the FDA or CDC will face consequences.

Means the executive is either not interested or toothless. Either way, help from initial travel ban was nullified by spread in Europe and prioritizing the stock market.. Or you could've let the results speak for themselves

It means the elected president doesn't get control of the people who allegedly work for him merely for being elected - the process of him gaining that control is functionally identical to a coup d'etat. When you have to stage a coup to gain power you don't start with the CDC.

There are costs to defying professional advice and *even though he was right* they're extracting the toll on him. He's not without power entirely but he's not in actual command - no one is. Larry Summers described it as the "promiscuous distribution of veto power".
