You're looking at the results *after* people have gone to great expense in time and money to avoid those interactions. If you want to look at revealed preferences and get an estimate of how much people will pay to avoid those interactions look at the difference in RE prices.

And, there's not much evidence low IRC is due to daytime/normal-life "avoidance." Blacks make up 14% of the USA, well over 10% of those whites encounter, and max 15% of those who attack whites. #last - Obviously, sane people prefer not to live in ghettos or trailer parks. But, this claim that in a typical integrated, middle-income city like my Frankfort, a typical guy is in danger from roving mobs of Blacks or poor whites or whatever is statistical nonsense. -
