I think it's unlikely at this point. If they did, then they have one shot before the algo changes and they're locked out. The next cryptographic algo to go will probably be elliptic curve, but this is being replaced by Schnorr sigs in bitcoin soon.

People never talk about the fact that if encryption is compromised, a state actor will not expose the fact that it's compromised. That is insurance in itself that your secret is safe with the state as long as you're not too much of a problem.
