hmm, I disagree on that one. Loving your neighbor as yourself, do unto others, etc, has clear advantages from a social reproduction standpoint, and so I would assume societies that have this code would be at an advantage over those that don't.
Cheaters then don't pay reputation costs until a major breach - which is very destructive.

No, I'm pretty sure the moment you stop paying your taxes you are punished and don't need to wait for any evolutionary feedback. The moment you get a bad reputation, say in business, you are punished. No genetic feedback needed. The social forces work on another level.
