I don't know. But there's no reason to think that genetics is the only possible answer.
You may have noticed that it's full of a demographic that *must* be malnourished by your hypothesis. Somehow their nutritional deficits only show up in skull volume - such a bizarre mystery.

Of course, once you rule out nutrition as the cause of skull volume differences for one group and admit no other possible cause other than genetics, it becomes certain that those same differences in other groups are also caused by genetics. Your example group makes this clear.
