There were repeated anthrax by mail attacks and the government, in particular guys like the ‘straight shooter’ Robert Mueller, zeroed in on a guy named Steven Hatfill for them, but then (oops!) wrong guy. had to compensate him IIRC

People who had opposed the Iraq invasion and occupation also, with no cognitive dissonance, made it a part of their criticism of Bush that he was planning or going to ‘cut and run’ from Iraq, as if that would have been bad.

my hazy memories tell me that “cut and run” was very much a pro-Bush phrase — like, the wimps want to “cut and run” while the serious and muscular want to “stay the course”

I would say you are right but because the phrase was used on both sides. The Serious Foreign Policy People didn’t want him to ‘cut and run’, but also Bush-dislikers wanted to get in a swipe against him: ‘haha he’s gonna cut and run’ I do plead guilty to having found it confusing

To get all giant brained on this that's what discussion in a democracy is *at best* "Pull out? You want to cut and run?" [said by Bush] "My opponent is going to cut and run" [said of Bush] The phrase tested negatively so everyone tries to attribute it to the opponent.
