If you wanted to set-up a social science think tank that helps authoritarian countries suppress separatists and pro-democracy movements through non-violent means, what would be the best country to operate from?

Asking that question misunderstands the problem. "Think tanks" are on the opposite side b/c they're fronts for USG. Are think tanks as such necessary or useful or are they only useful as fronts for revolutionary organizing? Is it possible to create one with an opposite purpose?

Boromir is the natsoc temptation, Saruman the house conservative one. The reactionary temptation is (book) Denethor - strong and steadfast but he could only see the enemy's strength. The realization that he couldn't win in direct conflict caused him to decline into despair.

Don't they? Creating an effective think tank means either to putting out arguments that persuade the priesthood - the certified class of Ivy League grads - to join your team *or* giving direction to your replacement priesthood - a script to follow to coordinate your coalition
