Yep, it's a rhetorical tool meant to allow the reader to rationally consider the proposition without immediately tripping the pre-implanted cliches that stop all thought that goes down that road.

Managers don't even rule their own corporations because they're powerless to stop priestly subversion. Corporate ownership of Star Wars was an economic disaster for the corporation because the priestly class infiltrated and cordycepted it. Merchants have no cohesion.
