Of course - black out of wedlock births haven't always been what they are now. Pre 1960s welfare state forced them to conform more to western norms (but of course, the black out of wedlock birthrate was always higher than the white rate under the same conditions)

That's BS. Do you know what the out-of-wedlock birthrate in sub-saharan Africa is? Much less than the white rate with 'western norms'.

That's not even close to correct - from the Moynahan report: the black illegitimacy rate was 16.8% in 1940 and 23.6% in 1960 compared to a white rate of 2% and 3.07% in those years.pic.twitter.com/2Vz4ieMC6p
