Why do you think they bothered to write the 1A? Either it's because they valued open debate and thought the only threat to it was government action *or* it's because they didn't care about free speech and just didn't like government action 
Obviously you can have no free speech with 1A - that's what we have now The argument is that *free speech* has a value - not that 1A does

Yep, it's a silly conflation - the sacred value is free speech and 1A is a tool for protecting it The only reason to be (technically) pro-1A and not in favor of free speech is tactical - someone thinks it looks bad to be against 1A so he changes the grounds of the argument
