You keep harping on what to do after a crime's been committed A crime having been committed is already a failure! It means someone's life has been disrupted badly and perhaps permanently. It means that person's family and friends have lower social trust forever.

I started with Singapore because it's a live example You want "unequal treatment" look at the segregationist South Unequal treatment of different groups prevented a *huge* number of murders by the more criminally inclined race
