Based on the rules I defined in JSR 669, "orbit usable but not nominal" scores 0.75 of a success, while "orbit, but not usable" is 0.40. I think VA241, while just "usable", is far enough off I'll score it as 0.65 - my best attempt at objectivity tempered with judgement
Off topic - I can't open the file for JSR 669 (apparently because .669 is some kind of video file extension and browsers automatically download it).
Damn. That's a recent change in the browsers. Sigh... I am still used to the old Unix world where filename extensions are nothing to do with file types
I've added copies with names like news.669.txt, let me know if that works for you
