Also note that perigee is at -15.6 degrees latitude... I find it hard to believe only the upper stage can provide that, given that the first stage already provided at least 7 km/s delta-v.
IF the EPC had yawed towards the wrong azimuth some time during the first 9 minutes of flight, wouldn't it burned up over northern Africa?

Don't think so. Trajectory would be further South, so landfall is about as far as on the planned trajectory.
