This is the last of 5 1st generation Chinese data relay satellites (now commonly featured in all Chinese HSF missions & often during rocket launches as well), replacing TL-1-03 launched in 2012. The 2nd generation's already in usage now with TL-2-01 launched in March 2019.pic.twitter.com/FQCMZsVaaZ
This is also reported to be the last satellite using the "classical" DFH-3 comsat bus, dating way back to the mid-1990s and was actually more used for Chinese navigation, data-relay & even lunar orbiters than as "stock" GEO comsats.
These launched occur on Hainan island right? So you should be able to see them from coastal Hanoi Vietnam?
No, most of them aren't, and most launches from Wenchang are to the east, the opposite direction from Vietnam. Even polar orbit launches from there might be too low to be seen.
