Yeah something like that, though I'm not sure these 2 are representative enough of the first orbital configuration to be used as Ground Test Vehicles a la SA-500-F of the Saturn V.

I think that SN16 won't really fly (although I want it to soooo bad), SN20's production has slowed down at the moment, so that they can focus on the launch site, GSEs, etc. The next rocket we see on the pad will be B3, which will undergo ground testing, then SN20+B4
