Also consider that even if NASA wants to expand cooperation I'm not quite sure the Chinese actually wants it these recent years.
They would not say no as they do work with européens since many years, the bottleneck is not really on the Chinese side, however, they have lost confidence on Americans, they can’t be sure wether they will shift again in future or just some tricks to block China’s development…
