Also consider that even if NASA wants to expand cooperation I'm not quite sure the Chinese actually wants it these recent years.

Let's say that it's because of inner sentiments of things other than spaceflight that hits closer to home for me. Anyway I agree with you that this probably achieves nothing with respect to US leadership of spaceflight activities.
