Yup, they do test to limit the drop zone sizes & prevents cracking open of spent rocket stages. (https://sunnews.cc/explore/48255.html …) Though it also shows that parachute recovery mitigate but not eliminate risks of rockets crashing into properties, a risk mostly limited to the Chinese only.

Yes, which is why this is at most a band-aid fix and should not be relied on if they have a coastal launch site (which they now do with capabilities to all orbits they can reach from the existing ones). Yet they are still pushing their new rockets to existing inland sites…
