IF the launch as mentioned is well-publicised it is possible for the existing satellite operator to mitigate somewhat in advance, even without the parameters. If it is not though (cough Chinese/Plesetsk launches cough)....

I have been thinking of possible crashes of existing objects in orbit with something just launched, and that has full burden on the one launching things to check for possible COLAs beforehand. In fact there was no real risk of collision (barring a major overburn) since the apogee of the orbit was a bit short of the ISS height. But close enough that I would think it got people's attention to a high degree.
