If I counted the frames right, it seems to be tumbling at a rate of ~0.2 RPM (assuming video is actually 30fps, and that I counted right, 138 frames between bright spots 1&3, and that its brightest twice per rotation) Seems pretty fast to me.

I have viewed it several times from Wellington New Zealand. Each time the flashes were approx. 2s apart
