As a space enthusiast myself and a Chinese, I will always blame the US (not NASA) for the lack of cooperation between the two space agencies, and it is the fact that US politicians keep blocking the cooperation.
Good article @Will4Planet and @Cmdr_Hadfield - but I’m not sure the Chinese want to cooperate much today (up to e.g. NASA astronauts on CSS), even if the US now wants to cooperate.
