Put out the ‘beware of falling boosters’ signs?

For the time being it's only going to be used from Wenchang where everything drops in the ocean. There are plans to bring it to Xichang though - the plans have mitigation to this (e.g. non-separation of boosters from 1st stage when launching from there) but it'll not be 100%.
