Or take the Europeans & Japanese for example, which relied on LH2 & solids for decades. Can a "mini-SRB-SH" stage using SRB motors wrapped by recovery system powered by LH2 engines, + LH2 powered "mini-Starship" even feasible considering troubles w/ DC-X 20 years ago?

I fear the whole Russian aerospace industry has lost their edge. I think China can manage it. Maybe in 5-10 years. They're already starting to replicate Falcon 9 (Long March 8 will eventually land), & have a LOT of operational rocket experience now and lots of engine expertise.
Russians could use 15 RD-191 on the first stage and 3 in the second. It's not that far from a Raptor. It would be close to a 1/2 scale version of starship.
Europe has a methalox engine with prometheus, and experience in reentry with IXV. So they could build a starship clone.
I think you nailed the first big hurdle to making a SS-like, the engines. Using OTS may not be viable for many, because engines must be cheaply reusable. I think SX is 10+ years ahead of everyone on reusable tech, and a major part of that is the engines.
Now, state LV's have less incentive to respond, so can take time. ESA's Themis is a good step towards eventual partial and then full reusability, but for effective reusability they need a new engine. Same applies for Russia/China, though China is already pursuing needed upgrades.
Could others, yes! However, as was already said satellites sometimes need smaller launch vehicles depending on the design/destination. Where starship will really show its benefits is the larger payloads beyond Earth orbit
Others could, in terms of engineering,making VTVL rockets is the main challenge where u need super sonic retro propulsion and guidance algorithms similiar to G-FOLD.With some tweaking,i am pretty sure deep throttling versions of engines like the RD191 can be made.
LH2 for reuse is quite a hard feat these days due to refurbishment costs so engine canditates would be hydrocarbon based engines.
