BTW @ZplusC1Bst do you think Space One can really get to flight testing within the next year? Isn't their planned launch site near Wakayama still waiting for local government/environmental approval? 
So called "Spaceport Kii" near Wakayama already has all the approvals and is under construction. Based on Mainichi article 5 days ago, it will be complete by end of 2021 and will launch the first rocket by spring of 2022 (aka end of FY2021).https://mainichi.jp/articles/20201224/ddf/041/040/005000c …

I don't think CSICE will use non-Japanese rocket to launch spy sat. SpaceOne is the only Japanese commercial rocket that can launch this satellite, my guess is SpaceOne will launch the satellite by March 2022.
