If the scheduled satellite is one of Yaogan 31, I think, its orbit should be not SSO. It should be with 1087 km × 1098 km, 63.41°, as same as another satellites.https://space.skyrocket.de/doc_sdat/yaogan-9.htm …

Probably for the 2nd stage - if you draw a line from Jiuquan ("J" on the map) you will find it going SSW, exactly what's needed for the rocket to enter sun-synchronous orbit.
