Yea but this is the one that "tests" the overall design on achieving the main objective. CZ/LM-8R with the throttleable YF-100K engine on the first stage will be the one that attempts to recover the first stage.
The recoverable one will be in 2024-2025
Space X has already proven why reusability matters. They launched 26 rockets this year, 20 from reused first stages. The cost savings in not building new stages/rocket engines is only part of it, is why Rocketlab is heading that way. More rockets to launch = more payload to space

Reusing isn't just about $$$, but time as well. Takes time to build new rocket engines/etc. Time is money as they say. Europa Clipper may never fly because it's tied to SLS & all SLS rockets will go into the ocean/reserved for Artemis.
Second in command for Change program said in an interview a few days ago that "future heavy rockets" designs are still being refined. Wait until LM9 comes out having a reusable first stage or at least for boosters. I can certainly get behind that idea.pic.twitter.com/REKxB4Vkpx
