Well, it may be less grandiose than it sounds due to the very long gestation period, but it still sounds like a slap in the face. Not quite humiliating, but an indication that long term planetary exploration road maps DO work if done properly.

I don't think it's mocking, it's basically showing that China keeps to it's timeline, which is the advantage of a continuous government. Space X is similar in that it has one goal, to reach Mars.
