Right - I'm not disagreeing with the civil/mil blurring, just the timeline and military utility. Buy I do think the civil/mil overlap gets exaggerated too :)
To be fair, "civil" and "military" takes much more ambiguous meanings within the PRC, though I doubt the Moon is much of a strategical target to any power just yet.
