probably they think this redneck engineering saves time, when they get close to figure out the building process they will start to build a proper rocket factory.
To be frank @SpaceX might need to think of better storage options there more akin to shipyard facilities (ironic since Brownsville have a few IIRC). These parts are cheap and quick to build, but they are still losses no matter how you look on this.

True, a loss it is. However, is the loss less than the opportunity cost lost by committing capital to a fixed asset? Remember those fixed assets have costs far beyond the materials and labor to construct them.
